The High Court refused to grant an interim injunction to block the new anti-mask law just minutes before it comes into force at midnight.
The injunction was sought by pro-democracy activist Lester Shum, and Leung Kwok-hung of the League of Social Democrats.
Shum said the anti-mask law bans people from wearing masks even at peaceful rallies - and he believed that's a breach of the Basic Law, which guarantees the right to protest peacefully.
In a separate legal challenge, activists are seeking a judicial review of the government's decision to invoke emergency laws. That hearing is expected to be held on Tuesday.
