The Observatory has issued the Amber Rainstorm Warning Signal, which means it expects more than 30 millimetres of rain an hour in the SAR.
It warned of flooding in low lying and poorly drained areas, and warned members of the public who were likely to be affected to take the necessary precautions.
The Observatory said the heavy rain might also cause flash floods and warned the public to stay away from watercourses.
It said the downpour was particularly heavy in Sha Tin District and Lantau Island, where more than 70 millimetres of hourly rainfall had fallen or was expected to fall.
It said this could cause serious flooding.
