The Society for Community Organisation (Soco) has urged the government to strengthen support for more than 50,000 students with special educational needs who study at ordinary schools.
Soco officials and a group of more than 20 parents submitted a petition on the matter to the undersecretary for education, Christine Choi.
They said there are not enough educational psychologists to help these children, and some of the students have to wait for years before their problems are identified.
Wendy Huang, a community organiser with Soco, said according to government statistics, it takes nine months for a special needs student to be identified and given support.
"But according to our prior experience, they need to wait more than one year, even two years," Huang told RTHK's Wendy Wong.
