The government has warned a pro-democracy district councillor that he may have breached the code of conduct of his role, after posted a message on his Facebook page in which he said he won't serve people who support enactment of national security laws.

In a statement published on Saturday, the Home Affairs Department said it has received a large number of complaints about Lam Chun, a Yuen Long district councillor, for his claims that he won't help any residents who support the Article 23 legislation.

The councillor had posted it on March 15, saying that he refuses to offer assistance to those who back the national security laws legislation due to his conscience.

He also said that's his personal decision.

But a spokesman from the department said the post of Lam is a "possible breach of the Code of Conduct for Members of a District Council".

It said the department has issued a letter to Lam, reminding him to comply with the Code.

It also asked him to "be aware of his words and deeds in order to avoid social conflict and disputes, and damage to community harmony".

The spokesman also criticised the district councillor that his public declaration and "discriminative treatment to members of the public due to their stance on a particular issue" is contradictory to the spirit of community building and public engagement in community affairs.
