The government will resume normal public services from next Tuesday as the threat posed by the Covid-19 outbreak eases.
The arrangement for government staff to work from home will also come to an end.
Still, measures will be in place to reduce social contact and prevent the spread of the virus.
"In view of the need to reduce flows of people and social contact, bureaux and departments will continue to implement targeted measures while resuming public services, such as introducing flexible working hours to reduce the need for staff to use public transport during peak hours, using video conferencing instead of holding face-to-face meetings where possible, and keeping physical distance or installing physical partitioning among staff and between staff and clients," a government spokesman said.
People visiting government buildings or offices will be required to wear surgical masks at all times and comply with infection-control measures.
The administration also said services at certain bureaux and departments may resume at a later date because they need more time to prepare. Officials appealed to the public for their understanding.
Members of the public are also urged to continue to use alternative means, such as the post, drop-in boxes or online channels, to receive the services they need.
Public services have been disrupted and civil servants asked to work from home as the third wave of the Covid-19 outbreak hit Hong Kong in July.
