Education University council chairman Frederick Ma has defended General Studies, a secondary school core subject that some have blamed for the social unrest last year.

Ma told a radio programme there were only minor issues in the implementation of the curriculum but that some teachers - who might have been been upset about what was happening in society - may have reflected their views in class.

The Education Bureau has issued reprimands, or warning letters, over misconduct to more than a dozen teachers since last June, when the anti-government protests first began.

Ma said teachers had to be professional and politically neutral once they enter the classroom.
