The government said it won't be holding an Executive Council meeting on Tuesday - the second week the cabinet meeting has had to be cancelled.
The council secretariat didn't give a reason for the cancellation.
Last week's cabinet meeting was scrapped due to a blockade by anti-extradition protesters around government headquarters.
The Chief Executive, Carrie Lam has been targeted over the issue, and apologised for the handling of the extradition bill last Tuesday.
However, this failed to allay public anger, and the protests have continued.
On Monday, protesters targeted the Immigration and Revenue Towers, before moving on to the protest area outside Legco before dispersing.
The government issued a statement urging protesters to express their views peacefully, and not to affect people who need to use government services.
It said it was concerned that the protests have affected public services at the Immigration and Revenue Towers.
