  • 'Different ways sought to deliver policy address'

The Chief Executive, Carrie Lam, says she’s “planning for some alternatives” to deliver her policy address, if she can’t do it at the Legislative Council on October 16.

The council is expected to resume on October 16 after the storming and damage of the Legco building by anti-government protesters cut short the previous session in July.

There have been media reports that Lam might not go to the Legco complex at Tamar if large crowds of protesters gather outside on that day.

Speaking to reporters ahead of the weekly Executive Council meeting, Lam said although she would like to deliver the policy address at the Legco chamber, it’s not something that she can control.

“Whether I could do it in a normal fashion, that is, walking into the Legco chamber to read it out maybe for an hour or so, is not something that I could determine on my own, because it depends on the reception in the Legislative Council, especially among some non-pro-establishment members and also what will happen outside of the Legco building," she said.

"So we have to monitor the situation, and to plan for some alternatives to get that policy address out in the public domain.".

She said she’s reaching the final stage of completing the policy address, adding it’s a difficult process because she’s been “pre-occupied”. Therefore, the policy address would not be as elaborate and comprehensive as usual, the CE said.
