The observatory said the chance of them lowering the No 8 signal before 4pm was relatively low even as Tropical Storm Nangka is moving slowly away from Hong Kong.
Forecasters said wind directions are changing and there's still be a threat of gale force winds to the city for a period of time.
They said there will be swells and very rough seas, and reminded members of the public to stay away from the shoreline and not to engage in water sports.
The weathermen had raised the No 8 warning at 5.40am on Tuesday as Tropical Storm Nangka brushed past the SAR.
As of 11am, Tropical Storm Nangka was centred about 480 kilometres south-southwest of Hong Kong.
It is forecast to move at about 22 kilometres per hour towards Hainan Island and intensify gradually.
