Pro-government lawmakers have moved a motion to censure Dennis Kwok over the way he has been presiding over House Committee meetings to elect a chairperson.
In the motion submitted to the council, they accused the Civic Party legislator of paralysing Legco operations by failing to properly execute the council's Rules of Procedures, and filibustering the meetings.
They motion is sought by FTU lawmaker Alice Mak, the DAB's Holden Chow
the BPA's Priscilla Leung and New People's Party leader Regina Ip.
The pro-establishment camp has blamed Kwok for the months-long delay in electing a chairperson for the House Committee.
Beijing officials had also criticised the delay and blamed Kwok for the deadlock. They also said some lawmakers may have breached their oaths of office and could be guilty of misconduct in public office.
But Kwok said the censure motion will do nothing to change the way he conducts his duties.
"I have been saying from the beginning till now, ... [I] will continue to handle the House Committee meeting in accordance with the Rules of Procedure, relevant rules and based on the … legal advice I have received from the legal adviser and the secretariat. I have nothing more to add,” said Kwok.
