Chief Executive Carrie Lam said on Sunday that she was "deeply saddened" at the news of a deadly fire at a tenement building in Jordan.
In a statement shortly before midnight, Lam said she was calling on the relevant departments to do all they could to save the injured in the fire.
She also instructed them to fully investigate the circumstances of the blaze.
Pro-democracy members of Yau Tsim Mong District Council say they will discuss issues relating to the fire as soon as possible. The Home Affairs Bureau has opened up nearby community centres to shelter people displaced by the fire.
Inter-departmental help desks were set up in the lobbies of two of the hospitals which injured people were sent to, Queen Elizabeth Hospital and Kwong Wah Hospital, in the early hours of Monday morning. They were stood down later in the morning
At least seven people were killed in the fire at a building in Canton Road, which media reports said was the most deadly the SAR had experienced since 2011.
