  • Carrie Lam delivers policy address in Legco

Chief Executive Carrie Lam delivered the fifth policy address of her term on Wednesday, with the focus on housing and economic development.

Lam began by explaining how Hong Kong has entered "a new era", saying this is thanks to the introduction of the national security law and Beijing's overhaul of the SAR's electoral system.

"We must bear in mind that this favourable era has come a long way. In contrast to two years ago on the same occasion when the Legislative Council Chamber was disrupted and paralysed by members who were anti-China and even causing chaos in Hong Kong in an attempt to subvert the state power, today I can peacefully stand before you to deliver this policy address," she said.

"This is a clear manifestation that the HKSAR has got back on the right track."

However, the CE said there is still a substantial amount of work for the government to do to safeguard national security, including taking forward Article 23 security legislation, strengthening terrorism prevention work and national security education, and formulating publicity programmes to "prevent those who are opposed to China and attempt to destabilise Hong Kong from taking advantage of the situation to mislead the public with ill intentions".
