Chief Executive Carrie Lam has arrived at the Legislative Council to present her blueprint for the coming year.

Lam had said on Tuesday that she would try her very best to deliver the message personally to the lawmakers despite security concerns.

Inside Legco, the pro-democracy lawmakers had lined up with a protest banner saying "five demands, not one less" to greet Lam. They shouted slogans as a nonchalant Lam walked by, protected by security officers.

Outside the complex, a handful of protesters including former lawmaker Leung Kwok-hung also held a protest.

Police had mounted a heavy security presence outside Legco, with armed police patrolling the area and security barriers erected at the entrance of the complex.

Police officers were also seen at Admiralty MTR Station, the Citic Bridge and Tamar Park.

Security barriers were erected outside the government's headquarters and the Legco demonstration area.

Legco also issued a security alert and people entering and leaving the building were subject to security screening.
