Police say a package containing a home-made bomb was sent to Police Commissioner Chris Tang on Monday.
Nobody was injured in the incident.
Staff who received the package called in the bomb squad after noticing an odour of what appeared to be a flammable substance, officers said at a briefing.
Senior bomb disposal officer Alick McWhirter said had someone actually opened the package, they could have been hurt.
"This type of home-made bomb is different to that that we've been seeing in recent months in Hong Kong. This device is what we call 'victim-operated'. It was designed to function by whoever opened the parcel," McWhirter said.
"They would be the victim, whether that be a police officer, a civilian or a member of the post office."
Police have been warning for several weeks of "signs of home-grown terrorism" in the city and say they are dealing with an "ongoing bombing campaign".
Officers have made arrests over what they say have been a series of explosives finds, which they often suggest could be linked to anti-government protests.
Several small blasts have gone off, including in a hospital toilet, and officers said a device had "partially detonated" on an MTR train.
However, there have been no reports of injuries or major damage as a result of any of the alleged incidents.
