The Hong Kong Journalists Association has complained that photographers were blocked from taking pictures during chaotic scenes at a Legco extradition law bills committee meeting on Tuesday morning.
The association said some security guards deliberately blocked photographers' cameras, and they also pushed and shoved them.
The HKJA said it understands that these problems also happened at a committee meeting on Saturday.
The association described as inappropriate Legco President Andrew Leung's comment that photographers could be committing a crime if they obstruct Legco security guards.
In its statement, the association said Leung needs to properly explain what would constitute a crime in such a scenario, and provide evidence and specific descriptions. The association said if Leung doesn't do this, then his words would create a chilling effect.
The HKJA said it will write to the legislature asking for clarification, including whether staff think reporters obstructed the work of Legco personnel, and if they did, what kind of action will be taken.
