Security Secretary Chris Tang says officials aim to start consultation and legislative work on new national security legislation, under Article 23 of the Basic Law, in the next Legco term.

The security chief made the remarks in a blog post supporting the chief executive's policy address, saying he will lead Hong Kong's disciplined forces in implementing various measures.

"We are taking reference from past studies and information, experience from the implementation of the national security law, the relevant court rulings, and the laws and experiences of the nation and other jurisdictions," Tang said.

"After considering the actual situation in Hong Kong in recent years, we will formulate an effective and pragmatic proposal, and prepare an appropriate promotion plan."

The security chief also said authorities will crack down on terrorism.

He said they will stay alert for lone-wolf terrorist attacks and "soft resistance" by pro-independence forces aiming to incite or trigger terrorism.

Tang added that the police will strengthen intelligence gathering, and take prompt enforcement action to target acts that spread hatred, incite violence or encourage terrorism.
